That depends on what sort of block you mean, but there is no standard size for any sort of "block". City blocks are not a standard size and neither are cinderblocks or building blocks. You'd have to be more specific for a numerical answer.
It really depends on how strong you want your blocks to be. I have seen some blocks that were made 129 blocks per bag, but that produces a porous and fragile block. My garage is built at 80 to 1 and my house at 60 to one, but it is small and single storied. So friends have gone as low as 30 blocks per bag, the blocks are strong but have little flex in them. going lower has and adverse effect on strength I am told
