When a Papal Conclave is carried out by the College of Cardianls all cardinals younger then 80 can vote, but there is a limit of 120 cardinals who are able to vote at a time. At the 2013 conclave there were 117 cardianals who could vote. Only cardinals are allowed within the conclave.

The maximum number of voting cardinals is now established at 120. All cardinals under the age of 80 are eligible to vote. Due to deaths or poor health, some cardinals may not attend a conclave so the number is generally somewhat less than the 120 limit. In 2013 there were 115 cardinals eligible to attend the conclave and vote.

A Cardinal must receive 2/3 majority to be elected Pontiff. The Conclave beginning on 12 March 2013 consists of 115 electors of which 77 votes are needed for election.
