This is also known as contract rummy or progressive rummy. The exact rules and number cards to deal and melds to make can be found it any Hoyle rule book. It depends how many players you have as to whether you use 2 or 3 decks and how may cards are dealt.
Assuming that you are referring to the popular card game Rummy, the number of wilds you can use when playing with sets or runs depends on the specific rules you are playing by. In most variations of Rummy, a wild card can be used as a substitute for any other card to complete a set or run. For example, if you have the cards 5♥, 6♥, and a wild card, you can use the wild card as a 7♥ to complete a run. The number of wild cards used in a game can vary, and it is usually agreed upon before the game begins. Some variations of Rummy allow for one or two wild cards per hand, while others may allow for more. Additionally, some variations may require that a natural card (i.e., a card that is not a wild card) be included in every set or run. It is important to clarify the specific rules being used before beginning a game of Rummy to ensure everyone is playing by the same rules.
Hawaiian Rummy Use 2 decks with Jokers. Deal 10 cards. Place the remaining cards face down on table. Turn the top card over. The player to the dealer's left must pick up that card or pass it, PLUS one more off the top of the deck, to the player on his left. Then he will pick one from the top of the deck, make a play if he can, and discard. At your first lay down you can play only what is required, no extra cards, and no cards on other players. After your first lay down, you continue to play on your self and others. You can have as many sets as you can make but only one run. A set consists of three matching cards ex: 3 fours. A run is four consecutive cards of the same suit ex: the 4,5,6,7 of clubs. 1-2 sets 2-1 set----1 run 3-3 sets 4-2 sets---1 run 5-1 run of seven---1 set Wild cards are 2's and Jokers. You can pick them up from the board if you can replace them. ( From your piles or from the other players' piles.) You can use as many as you need. SCORING: Jokers-----------50 points Aces and 2's-----20 points 9's to Kings------10 points 3's to 8's-----------5 points Low score wins!

No, if you want to use 2 cards together, you need to have the same cards :D
7 cards are dealt to each player. the aim of the game is to either get a straight run of cards of the same suit or get 3 of one and 4 of another e.g 4 6's and 3 4's or a run of 3 or 4 in the same suit or a mix of both. The 1st player picks up a card from the deck, if they need it, they pick it up and put down one which they do not need, facing up next to the deck. If the next player needs the card that you just put down then they can pick it up. If you pick up a card which you do not need then you put down again in the pile next to the pack facing up. :)
R4 cards can be real ds cards too, but some are better then others. I can recommend the iEdge card for DS, as it's simple and stable and will run anything you need it to. I got mine from dscardworld.com
