In order to have multiple pets, be they cats or dogs, you will need a permanent residence. Most city ordinances only permet 2-4 pets. However, the further you move into rural areas the number can increase. Check out your local and state laws.
I think it would depend on your state. I'm sure there are exceptions if you have a cat that just had kittens, you know until they are old enough to sell or give away. I am also sure that if it is over a certain amount in any state you could have more if you had a breeders license or something equivalent. The most I've had in my house is 8 but 5 of them were kittens. I only have two now and I am happy with two. More than that it becomes a hassle between extra litter boxes and vet bills. You might want to check with your state or ask a vet. I saw something on the TV show hoarders where some lady had well over thirty in her house but she got in trouble with the law. they told her how many she was allowed to keep but I don't remember the number. Most of them were feral. She wasn't taking good care of them.

I have a friend who is absolutley cat mad! She must have about 50 cats living in her house and she only lives in a council house. I would recomend 2 or 3 at the most.
