They don't, actually. Cows have it far better than humans do and most pets. They get feed brought to them, hooves trimmed regularly, vaccinated regularly, and the humans taking care of them go out of their way to make a cow that is sick or having trouble calving get and feel better again. And for dairy cows, when they're udders get painfully full they get them relieved by getting them milked out. Dairy cows also get clean straw, sawdust or water beds to sleep on, and feed and water in front of them all the time.
The part that the media sees as cows getting abused is when they're nearing the end of their life, and when they're being loaded into the slaughter facility. But really, they get put out of their misery not soon after, they don't get tortured to death so that they die slow and painful: humans make sure their death is swift and painless.
There are two plausible reasons why a cow would chase a human. One would be aggression, and the second, fear.
Fear comes more in the fact that either the animal sees a human on foot as a threat since it is more used to seeing humans on horseback, or, when a human is working with a cow in an enclosed space like a working corral, the animal feels that the human is much too deep into its flight zone that it suddenly panics, and either tries to go through, over or under the person in order to get away. When this happens, injury can occur to not only the person handling the cattlebeast, but also the animal itself. Fear will also come about if the animal is being chased, shocked, whipped or beat to force it to go into a place where it either does not want or feels it cannot go. This is abuse, and can make an otherwise calm, docile critter into a raging lunatic. A cow or bull that is fearful in a working pen or in a chute can be calmed using calm handling practices and lots of patience.
As for aggression, a cow or bull will chase a human out of two reasons: a need to establish pecking order since it may see the human as a part of the herd, and as another bovine to whip in line, or as a predatory threat. For cows and first-calf heifers, they can be aggressive if they see a human as a threat to their calves, mostly because the hormones that are raging through their systems can alter their way of thinking different from when they don't have a newborn to care for. For bulls, this can be a similar factor, except that these bulls have a harem of cows to care for, and a herd bull may see a human as a challenging rival that needs to be put in his/her place instead of a predator. Besides hormones, genetics is also a factor in how aggressive an animal can be. A certain blood line in a certain breed would have more aggressive characteristics than another blood line. For example, the EXT blood line in Angus cattle are highly aggressive cattle, more so than other blood lines that exist in this breed.
Cows or bulls that are aggressive towards humans should be culled immediately. There's no reason why aggressive bulls or cows should be kept on a farm or ranch, no matter how productive they are or how good of calves they produce.
