No, you can't save the movie as a jpeg (picture file).
Inside of"Save File" use "Save as Movie" (or something similiar, possibly "Save as Movie File"). It takes longer, but it works.
Click on File, Save Project. Or you can Finish/Publish the movie (exporting it as Standard format) on the computer. Or you can save it on a thumb drive.

You go to file, you click save movie file, and you save it under DESKTOP.
You cannot Save/Publish/Finish a Windows Movie Maker project as in FLV format.
