According to China Exploration and Research Society (www.cers.org.hk), the Huang He source is 34 29 31.1N, 96 20 24.6E (2008). This is different from the source originally identified in the mid 1980s, before the availability of high resolution satellite images. The Wiki page on Yellow River geography has been edited to include this longitude and latitude.

The best I can determine this position is about 60 miles off the California coast closest to Santa Cruz. The westernmost point before going into the big drink is 122 degrees.

Because 0 degrees longitude passes through Greenwich - which is a suburb of southeast London. All other lines of longitude are either east or west of Greenwich. All of the worlds time is also measured as being either before or after GMT (Greenwich Mean Time).
Even before filling in the blank, we can tell you that the resulting statement would be untrue. While it may well be true that longitude is traditionally listed last, it's not a hard and fast rule, and no harm comes from listing it first. As long as latitude and longitude are clearly identified to avoid any confusion, they may be listed in either order.
