On average Japan has ~20 earthquakes per day (note many of these are on the ocean floor with little or no effect on land). On March 11, 2011 alone, there were 200+ aftershocks that day so the number can vary greater on a given day due to seismic activity.

They do occur where volcanoes are, but it is not because of the volcanoes itself. It is because under the earth's surface there are tectonic plates (plates that make up the earth's crust) that shift, and occasionally collide into one another. This is what causes the ground to shake. This shaking is what we interpret as earthquakes.

Humans don't need earthquakes any more than we need broken bones. But the way our world is put together, with big plates rubbing up against each other, they can't be avoided.
