Each State is different. It depends on the number of Representatives the state has, which is based on the U.S. Census every 10 years. You take the number of Representatives you state has and add it with the 2 senators. So if your state had 13 representatives then it would have 15 electors. D.C. has 3

It depends. It is the number of Senators (2) plus the number of members of the House of Representatives. Therefore, the minimum is three. States with higher populations have more representatives and therefore, a higher amount of electors.

Each state has electoral votes equal to the total of the 2 representative the state has in the U.S. Senate plus the number of representative the state has in the U.S. House of Representatives. The District of Columbia gets 3 electoral votes. Therefore, the total number of electoral votes is 538 - 100 (senators) + 435 (representatives) +3 (for DC).
