If you are referring to the alkali metals of Group 1, such as sodium and potassium, the answer is no - in fact with a valence of 1 they are short 7 electrons in their outer level, which is why they react so readily (and violently) with the halogens, chlorine, fluorine and so on.

There is no answer to 'why' for this. They just do. This is just an arbitrary labeling that humans have come up with. If an atom has a different number of outer electrons we would place it into a different category.

No, they all have 2 electrons in it when in elemental (atomic) form. That's for alkali earth elements. Alkali metals have one 1 electron in the outer most shell.
