For just one? 2 feet square is reasonable but they really like company, so you could keep 2 in that (make sure they are the same sex though).

In reality, a guinea pig can live happily in a smaller cage which measures around 3 feet x 2 feet. guinea pigs are grazing animals and they do not need a lot of space. If you have an outdoor cage with a wire base and move it around on fresh grass regularly, it will be very happy in a smaller space.

No, paraketes need a bird cage not something made for a guinea pig. They have special needs for their cage so you need a bird cage.
