Government by foreigners means just what it says. Instead of the government comprising people from the country itself, it comprises people from, or loyal to, other countries. For an example: the USA has many people in its government who hold dual nationality. They are citizens both of the US and of another country.

The is no age limit for citizenship; people born in the US are instantaneously citizens at birth. There was a time in American history when people who were citizens of other countries were asked to renounce their foreign citizenship before being eligible to become American citizens, but that is no longer required. So citizens do not have to renounce anything.
Citizens of all countries on the both the North and South American continents are technically considered "residents of the America's," and therefore "americans" (with a small "a"). However, as it is generally applied, and understood to mean, "citizens of the United States Of America" - probably not. The term 'American,' (with a capital "A") refers to citizens of the only country on both continents which actually contains the word 'America' in it's country's official name.
