Horsepower has NO direct relationship to capacity ! A 310 cc engine could be anywhere from 8 to 120 hp. CC is ONLY the swept volume of the engine
I've researched the same thing, last year actually when buying a 305 cc snow blower with a Briggs engine... I've heard it's comparable to 10 horse but there's no scientific way to convert CC's to horsepower. I can tell you that living in a snow belt in Ontario, the 305 CC's holds up just fine.
A guess-timate rule of thumb is 25cc per horsepower. So your snow blower would be about 7 horsepower.

it varies, they use the same size block for multiple outputs, they stopped using horsepower numbers because of legal reaons, most are 5-7hp
I wouldn't recommend it. You use the snow blower when it is cold, sometimes very cold. You wouldn't want that heavy weight oil in the engine when you try to start it unless you store the snow blower in a heated garage. I run 5W-30 in mine.
Tecumseh made an engine called the Snow King, which was used on many snow-blowers made by different manufacturers. I do also remember a blower under the name Snow King that was made by a long gone manufacture.
