This subnet mask indicates that any value is valid for the fourth octet and only eight values are valid for the third octet. As such, the address range permissible for this network would be 130.68.0.0 through 130.68.7.255, thus resulting in 2048 valid addresses and 2045 usable addresses. The reason being that 130.68.0.0 would be reserved as the cable address, 130.68.7.255 would be reserved as the broadcast address, and the router/default gateway would need to be assigned an address somewhere in this range to permit the ability to communicate with devices outside of this network. This device is also what is probably serving the role of the DHCP server.

A subnet address of 130.68.0.0 with a mask of 255.255.248.0 will give you 2046 useful addresses. These addresses will be within the 130.68.0.0-130.68.7.255 range.
