England, which has UTC +0 for most of the year, is normally 5 hours ahead of Virginia on Eastern Standard Time (EST = UTC - 5). The is also the case from late March to late October when England is on British Summer Time (UTC+1) and Virginia is on Eastern Daylight Time (EDT = UTC - 4).
However, for a brief period (2 weeks in late March, first week in November), it is only 4 hours ahead,
because Daylight Savings Time (as of 2017) starts 2 weeks earlier than Europe's Summer Time and ends one week later.

England is usually five hours ahead of Virginia, except for the three or four weeks per year (two or three weeks in winter/spring, depending on the number on Sundays in March, and one week in fall) when most of North America is on Daylight Saving Time while Europe is on Standard Time.
