It depends on the program you take. Their are colleges that offer courses in conversational Spanish, for example. It is typically a two semester sequence (one academic year). However, there are institutions that offer a one semester course, and there are those who pick it up on their own. It just depends on your learning abilities, and the approach you take.
The number of hours needed to learn a foreign language can vary wildly, depending on the learner, the motivation of the learner, the amount of time the learner spends hearing the language in his or her daily environment (immersion), how the learner feels when he or she speaks the foreign language, how the learner must use the foreign language, what kind of teacher is involved, and what kind of teacher/student relationship they have. There are plenty of benefits to having a child learn a foreign language such as if you are in that country it will make it easier on them to catch on to what is goingon but in the case that its in the native country and you are learning a foreign language it will be a bit of a hassle as they may not properly develop all the motor skills to speak the native language.
