In the US , most schools are only in session 180 days per year so they literally have more than half the days off. In addition they usually are not at their desks and learning (done with home room etc) until about 9am and they are on the bus and one their way home by 3 pm.
Children of other countries go to school more days per year and spend more time per day learning. They do not take a 10 week break each summer and so do not spend the first month of the already shorter than normal year re-learning what was forgotten during the huge break.
All of this may be some reasons that US kids are falling behond the other children of the world.
