An R30 requires 12". You will need to look into the spray foam installation. I think it will need to be around 8 to 10" for an R38.
R 13 for 3.5" wall cavities, R19 for 5.5". R30 for blown in insulation and batts in ceilings.
An R1 would be like a window. R30 is about 12" of insulation. The insulation value applies to heat or cold.
Everything is geared tward energy conservation. A R30 attic blanket is the standard. R38 is better.
R49 is equal to 13 settled inches of cellulose insulation. If the insulation has not settled yet then it should be between 15-16" deep.

This is the process commercial insulators use. It involves a large truck mounted blower and as much as 200 feet of hose to shred and blow insulation into an attic area. If you are a do-it-your-selfer, you may want to consider R30 batts.
