Depends whether the B was capital or lowercase in the original source, and whether or not it's the same case in the answer you're looking for. Capital B is bytes (8 bits); lowercase b is bits. M or "mega-" means million; K or "kilo-" means thousand.

0.25 Mbps = 250 Kbps = 31.25 KBps

0.25 MBps = 250 KBps = 2000 Kbps

In Windows' outputs or when measuring RAM, K means 1024 (because 1024 = 210) and M means 1,048,576 (= 220). But it's better to use Ki and "kibi-" for 1024 and Mi and mibi for 1,048,576 to eliminate confusion. (This is especially helpful in industrial processes, where a unit of data may correspond to an SI unit of mass or length. A kilogram is always 1,000 grams, and you'll waste a lot of fuel if your truck thinks it's carrying 10 megagrams (= metric tons) when it's really carrying 10 mebigrams.)
