It depends on the country. In the UK and Europe, all one way street signs are positive instructions and are therefore blue circles or blue rectangles with white arrows and lettering, with the words 'ONE WAY'. In America the signs are black with white lettering. In Australia, they are white with black lettering. This was just a topic on national news a couple days ago. Federally (US) all street signs must be of the same coloring. IE..PUBLIC signage of street name is in GREEN with WHITE lettering. It gets interesting as sub signage color, on private property, lanes, etc don't have to follow the federally chosen colors, but most do. (These are long driveways, private lanes, etc., that do NOT belong to the public in any way.)
