Johnson wanted a lot from Congress, and as a previous Congressman, he generally succeeded in his efforts. The most notable pieces of legislation that Johnson was able to get passed was the Gulf of Tonkin Resolution (which significantly escalated the war in Vietnam), the Civil Rights Act of 1964, and a variety of Great Society programs.
Andrew Johnson was impeached, but acquitted, for purely political reasons. As a southern Republican who opposed the Civil War, Congressional Republicans expected him to back much harsher penalties for the South and it's soldiers. Instead, he offered a general amnesty to soldiers, and vetoed several pieces of legislation that would have helped the newly freed slaves. He also removed Edwin Stanton as Secretary of War, despite legislation passed earlier called the Tenure of Office Act. It was these events that caused many to call for his impeachment.
