The cuticle.
Hair shafts are comprised of three distinct layers. These three layers are concentric, and they are called the cortex, cuticle, and medulla.dead epidermal cells
allows the exit of hairs through the epidermal surface

The waxy translucent layer is the cuticle the upper epidermis is where most photosynthesis occurs and the lower epidermis where very little photosynthesis occurs
The cuticle.
It's the top of the leaf which has many layers

The cuticle. It's usually not that thick, but with succulents, it's really thick and waxy to hold in as much water as possible.
The 3 layers of hair are the Cuticle (the outer most layer), the Cortex (the middle layer), and the Medulla (the inner most layer).

The epidermises, the outer layers of the leaf, are covered in a wax-like layer.
If you go to related links below it will take you to a picture of the layers of the hair. The outside layer is the cuticle, just inside that is the cortex and in the middle is the medulla which is only visible in coarse hair.
