as soon as the daylight falls under 12 hours a day, usually mid september, this can be induced sooner if you are using artificial lighting, just reduce lighting to 11 hours, are we allowed to discuss this here?? :)

The buds are dependent on a specific light cycle rather than time. Once they receive a 12 hours of uninterrupted darkness they will begin to produce buds. It is recommended to do this in 4-6 weeks. It also depends on the type of plant, some bud sooner than others.

The answer to your question is that it greatly varies depending on the strain, the current season and weather (if being grown outdoors.), and the amounts or hours of light and dark that the plant receives each day a.k.a. the light and dark cycles (if being grown indoors. usually 12/12 for vegetation cycle and 18/6 for flowering a.k.a. "budding" cycle.)
