The problem here lies in exactly what constitutes a "message", and what it takes to make them distinct. It's probably not possible to put an actual numerical value on it which has any real meaning.

If you sever the spinal nerves completely you will be paralyzed because messages from the brain to the body and from the body to the brain can no longer send and receive electrical messages.
