The concept of there being 7 "dog years" per "human year" as commonly understood is so wrong as to be useless. A one-year-old dog is an adolescent; a seven-year-old child is barely halfway to adolescence.
Very roughly, if you wanted to consider a 1 year old dog as being about equivalent to a 15-year-old child you wouldn't be too far off. After the first year, dog aging "slows down" compared to humans (another way of looking at it is that humans have an abnormally prolonged childhood compared to other mammals).
