I dont think the number would change, because those who take public transport usually do not have money to buy cars, not that they want to help the environment.

Why the government wish to reduce to citizen dependence on state welfare?
in case the state welfare fails to do its job...somehow. for example: P.T.S.C buses (Public Transport Services) are a form of state welfare. If the bus stopped working or the drivers were on strike (which is not so unusual) how would people using this form of public transport get where they are going. (I make my point)
