That one is difficult..... It really depends on the state you live in. My best advise to you is to document everything : dates, times, places, of any type of neglect or abuse!!!!! Don't forget, if you suspect that the child is in danger, you can go to your local Department of Social Services, and file a case with Child Protective Services. Best of luck.... :)
Here in the US there are laws against child abuse and neglect. The child protection services of the local or higher government need to be contacted to protect the children and to have them investigate the matter. As to what should happen to the parents, they would need to be stopped and brought to justice. This may mean prison or probation depending upon the severity of the crime. Most often times they will later say that getting caught or getting turned in was the best thing that could have happened, even though they may not think so at the time.
Child abuse affects a way the child thinks and acts. If a child was abused, for example hit multiple times, every time someone raises a hand(for a high five or something) they might twitch or something. Their ideas, thoughts, and dreams might be affected. Bad dreams, terrible thoughts, and they might think abuse is okay and abuse other people.
Many children die from child abuse mentally and physically. They die from physical abuse because most likely the abuser is an adult. If an adult its a child it could kill them. They suffer from mental abuse because they do not know what to think. All they know is that someone four times their age is hitting them as hard as they can.
Unfortunately, many times, adults who were abused as a child become an abuser when they mature. For them it was a way of life.
I live in Durham NC and have only been in this state for a year, but one thing I have learned is child abuse is a big issue. In the Day Care's and the school's. Apparently it is a big problem in this state. I, myself have had to change daycare's a few times, and have had to see my kid's school teacher about issues. This is definitely something to be concerned about.

In Victorian times, yes, they did. But ever since child movements it is illegal to abuse children in school. I am just wondering, why are you asking this? If any teacher you know is doing otherwise, I would contact police.
You did not specify the cause. The mother could be deceased ( childbirth, war accident, other type of accident- terrorism?) or the mother could have deliberately abandoned the child. there are foundling hospitals and orphan asylums for this sort of thing, and while accidental orphan incidents occur- I gave a few causes, they are decidedly rare. on the other hand sick so-called Mothers do abuse children-and neglect and abandonment certainly qualify as abuse. oddly the churchmen never figure in the (lesser evil) argument that contraception and even the big Bomb- Abortion-effectively forestall- prevent child abuse! they don"t want to hear this argument. a few decades back, Divorce was a taboo theme via the Decency leagues. times do change, but child abuse- including clergy-actuated, is on the rise.
During childbirth
It could be. The deciding factor is how it was done. If you use a belt or something beyond the flat of your hand and it is hard enough to leave welts/red marks on the child it is abuse. It is better to use another method to discipline a child. Time out is a good way and is not abusive. As a parent you are a role model for the child and need to think of what you are teaching your child when you hit them.
