Unless this is a pre 1981 bike, this is not a vin. A vin must be 17 digits. If it is an older bike, no way of checking the vin numbers on them.
1981, pre 1981 manufacturers could use any length of numbers. Some ran only 13 digits up until 1980 like the Chevy corvette for example.
On most cars the decode vin can be found on the drivers side of the dashboard. This is for vehicle models from 1980 and up, previous models (pre 1980) may have them located elsewhere.
