There is no hard answer to that, as pecentages vary widely between the armies of the countries involved, between the various theaters of war, and between army, navy and air force.

A very global figure is that about 30-40% of Allied troops were combat troops and 60-70% were support troops. Because of the way the war in Western Europe progressed, it is probable that the support troops there did indeed see little or no battle, but in other theatres like for instance the Phillippines the figure will have been much different, but no-one was counting then.

In Germany and Japan, it was the other way around, certainly because the combat soldiers could in the end only be replaced by support unit soldiers, and both armies usually got orders to stand and fight instead of regroup. Some 80% of them were at some point engaged in combat actions.

Russian troops on the defence in 1941-1943 probably also had some 75-80% engaged in combat action, which may have gone down to about 65-70% as they got properly organized and started to push back the Germans.

These differences are also reflected in the death rates: 2.5 to 5% for the Allied armies vs. 25-30% for the Russian, German and Japanese armies.
