Unfortunately this is not easy, because one is volume and the other weigh - so it matters what substance (how dense it is). An approximate ESTIMATE would be - 3 - 4 TABLESPOONS to an ounce - so about 9 to 12 teaspoons. With more dense/finely ground things being at the lower end and less dense/non packed things being at the higher end.
Better to weigh rather than measure!
That depends what the dry material is . -eg -An ounce os salt is heavy and compact, it will fill about 5.8 teaspoons. An ounce of flour is lighter, it will fill about 9-10 teaspoons. See the picture ? Ask again and be more specific about material

A teaspoon is a measure of volume. You cannot go from teaspoons to dry ounces without knowing the density of the thing you are measuring.Dry ounces are a measure of weight. Teaspoons are a measure of volume. A teaspoon of lead weighs a lot more than a teaspoon of water. Most liquids that we are going to measure using a teaspoon are going to be close enough to the ratio shown above to be OK, but don't confuse the two.
