It really depends. If you are doing a brief presentation, such as a talk in class, it will probably be short and to the point; if you are writing an editorial for a newspaper, it will also be short and to the point. But if you are a politician or a professional advocate for a cause, you may want to write your speech longer and give more examples, as you first introduce the issue, then give the reasons why the issue matters, and then close with a strong conclusion.

A good persuasive speech should be adapted to the audience to whom you will give it (for example, a speech given to a room full of professors will be written differently from a speech given to a room full of teenagers); and a good persuasive speech will clearly make your case and leave the audience understanding the reason(s) why you gave it. Thus, there is no official rule about how many paragraphs-- it really does depend on the purpose of the speech. You don't want to write too many paragraphs, of course, because you might begin to repeat yourself or bore your audience. But be sure you have stated your viewpoint thoroughly, and in a way that makes the audience better understand the issue.
