If the house or part of the house is rented or some one inside the house is paying rent (cash or "in kind") or someone living in the house is not an IMMEDIATE family member, grandma, uncle, cousin, etc), It depends on the local area, but generally the limit is two per dedicated BEDROOM. Rooms like living rooms and family rooms can be converted into bedrooms, but they must be 100% exclusively bedrooms. They cannot be multi-purpose.
