It would probably have been the 2003 heatwave in Europe that lasted from June to august. More than 35 000 people died as a result of the heatwave. many heat records were broken and severe drought affected crop harvests throughout much of Europe.
A heatwave is caused when a system of high pressure moves into an area. Air from upper levels of the atmosphere are pulled towards the ground, increasing in temperature. The stronger the system of pressure, the longer and more severe the heatwave. In 2003, Western Europe was hit with its hottest summer since around 1540. An estimated 70,000 died and the heatwave was damaging to crops and water supplies.
I cannot explain what caused the heatwave, because i havent researched it yet, but the heatwave played a role in strengthening the Chicago community, and improving warning systems and procedures. In 1999, Chicago had another heatwave, and because of improved warning systems, only 110 people died (which was still a catastrophe), but was better than the outcome of the 1995 heatwave, which somewhere between 700 and 800 people died.
Recent reports have shown that over 9000 people died as a result of the Victorian heatwave. These figures have yet to be confirmed however.
