A harrier is a jump jet- it can take off straight up and land straight down or make a really short take off or landing on a runway. It cant hold a lot of fuel so it can fly for too long.
It is a fighter jet, with is most notable feature being is ability to take-off and land vertically, giving it the name "Jump jet".

No. It needs air for its engines, so it can only operate in the lower atmosphere. Above 60,000 feet (20 km) the air is generally too thin to mix with jet fuel without high compression, and in any event the wings of the Harrier could not get sufficient lift.
