The original question was regarding rehab not arrest. and I don't know the answer but if I locate the data I'll post it. The number of arrests for marijuana in 2010 was much higher that that. According to an FBI report released Sept 2011 there were 1.6 million people arrested for drugs in 2010. 81.0 % of them or 1, 310,400 people were arrested for simple possession, and 45.8% of all drug arrests or 732,800 were for marijuana

The most recent data I could locate on rehab was for 2007. According to the US Department of Health and Human Services 288,000 thousand people who entered drug treatment for pot in 2007. Over 37 % or 88,600 people in rehab for pot had not used pot for more than 30 days prior to admission, and another 16% ie 38080 people had used pot 3 times or fewer during the month before admission.
According to state and national statistics, between 60 percent and 70 percent or 172,800 and 201,600 of people in rehab for cannabis were referred there by the criminal justice system and fewer than 15% or less than 4200 of admissions for marijuana are voluntary.
