I'm assuming you mean "Can a sex offender own a firearm?" If so, the answer is no. Felons cannot own firearms.
Where are you from? If your in the United States, you don't even need a license to own a firearm. I know some counties that don't allow for firearms, let their people get deactivated ones, so its an optimistic outlook.
In the US, an "un-licensed" firearm would be a long-gun or a shotgun. These firearms do not require a license to possess or own, but if you purchase at a store they will do a federal background check. Elsewhere, other countries have different legislation. In many it is illegal to own any firearm without a licence.
A person convicted of a felony (crime that can be punished by a year or more in prison) cannot legally own a firearm in ANY state of the US- this is covered in Federal law. If convicted of a State (not Federal) crime, the person MAY be able to petition for restoration of firearm rights. The process to do that needs legal advice from a lawyer- and I am not.
