Part of the uncertainty has to do with who you count as Jews (not all Jews agree on this), and part of the uncertainty is that there's no central world authority to make the count. The number of people who could claim to be ethnic Jews is probably larger, while the number of people who keep Jewish traditions rather strictly is probably smaller.
