I would suggest that six or eight would be plenty. If you do not have good filtration, reduce this number to five. For six or eight in a ten gal, you should be doing about 30% water changes weekly.

Tanks that are smaller than 10 gallon should not be used for fish at all regardless of how store market them as they are just too small for proper care (even bettas!). Ten gallon tanks are too small to keep more than a few of most fish, and for anyone wanting to get into the hobby, you should always buy at least a 20 gallon kit.
