Romania is a member state of the European Union. According to Romania's Constitution, Romania's territory is not dividable. Romania is not a federative, confederative or union-like state, so it does not have autonomous subdivisions which can be called states. The country is divided into 41 counties (including the capital, Bucharest), not states. It is important to mention that the country was formed by unifying some medieval states and also attaching the Hungarian Transilvania after the end of WWI.

If by territory you mean region or county Romania has 42 counties, and it has also historical regions like: Wallachia in the south that is split in to two regions by the Olt river; Muntenia to the west where Bucharest the capital is situated and Oltenia to the east also there is Dobruja the ex-ottoman region that make the seaside of Romania and others are Moldavia a center o christian orthodoxy, Bucovina, Banat, Maramureş; also Crişana in the west and Transylvania in the center, both having a predominantly German architecture in the old center of cities.

Historical regions of Romania: Muntenia, Moldova, Bucovina, Dobrogea, Oltenia, Banat, Crişana, Transilvania, Maramureş (the regions are not officialy definited). Basarabia is also a Romanian region but now the south is under Ukrainian occupation and the rest form the Republic of Moldova. The northern part of Bucovina is also occupied by the Ukrainians. Administrative divisions: 41 counties (judeţ) and the capital district (Bucureşti).
