A female will have pups everytime she is mated but it is cruel and unnessessary to mate too many times. You should not mate a GSD until she is mature, no earlier than 3. You should also let her have a season in between litters and not mate after they are 8, the KC will not register the puppies. I wouldn't let mine (not GSD) have more then 3 litters.
You should also make sure the dog and bitch have had all the health checks that are required BEFORE mating and they do not exceed the average scores.
