That depends on the group, often a quorum is a number that is a majority of the group members
Example, for the Senate to have a quorum, there must be 51 senators present ( one over half: 51/100 ). the same is true for the House of Representatives.

As states are given a number of Representatives to represent them in the U.S. House of Representatives based on their population (with a minimum of one), it is not clear how many more members would be added to the role in the House. There are currently 435 Representatives, so adding 5 states would push the total membership to 440 as a minimum. A link can be found below.
