There are many uses for quotation marks. The most common is mark a direct quotation from someone (or some source such as a book). In the US, double quotes " are used first, and then single '; in the UK and elsewhere it's the other way around. The second set would be to mark a quote inside a quote, such as: The New York Times said "The witness claimed, 'I didn't recognize anyone.'"
