It doesn't matter where the letter is being mailed from / to. What matters is weight. If it is a regular <1oz letter, you need one stamp. If it is heavier or in an oversized envelope, it will need additional postage.
It depends where you are sending from. If it's in the U.S. and its under 1/4 ounce in weight and not oversized, it will take one 41c US stamp.
