Thirteen. Even though only 11 of the original colonies had ratified the Constitution by the time his term was over, all were represented in both stars and stripes from the time the The Continental Congress passed the first Flag Act on June 14, 1777. In 1794, two more stars and stripes were added.

John Quincy Adams left the American Presidency in 1829, and there were 24 Stars on the flag. The 24th was added in 1822 (Missouri), before his tenure, and the 25th was added in 1836 (Arkansas), after his Presidency.
