If you're holding your map with south at the top, then 49 states are completely above
that line, and a small part of the 50th state is too.
If you're holding your map with north at the top, then most of one state is above that
line, and the rest of that state, plus all of the territory of the other 49, is below it.
There are eight states that are on or above the 60 degrees north line of latitude.

The only US state north of the 60 degree line is Alaska. The contiguous 48-states are below 50 degree line. The other US territories; e.g., Guam, American Samoa, US Virgin Islands, etc. are all south of the 50 degree line of latitude.
All 50 states are above the Tropic of Capricorn.The Tropic of Capricorn is in the Southern hemisphere (about 23.44° S latitude). The northern hemisphere line is the Tropic of Cancer, and only Hawaii is south of the Tropic of Cancer.All of them.
If you bought your map in Indonesia or Australia, then it's printed with south at the top. 49 of the 50 United States are completely above 60 degrees north latitude, and part of the the 50th one is too. If you bought your map in North America or Europe, then it's printed with north at the top. In that case, no states are completely above 60 degrees north, and only part of Alaska is.
