Palau is not a U.S. territory; it is an independent sovereign nation in free association with the United States. Under the Compact of Free Association, Palau receives financial assistance and defense protection from the U.S., but it retains its own government and constitution. The relationship allows for certain U.S. military presence while granting Palau autonomy.

To the best of my knowledge, NO! Both countries are part of the region called "Micronesia," but "Micronesia" is not a country/state/nation, just a region. However, the "Federated States of Micronesia" IS a state/country, as is Palau. Two DIFFERENT countries to be exact. I think an similar example is how Canada is part of (North) America, yet it is definitely NOT part of the United States of America.
