To the best of my knowledge, NO! Both countries are part of the region called "Micronesia," but "Micronesia" is not a country/state/nation, just a region. However, the "Federated States of Micronesia" IS a state/country, as is Palau. Two DIFFERENT countries to be exact. I think an similar example is how Canada is part of (North) America, yet it is definitely NOT part of the United States of America.
The Federated States of Micronesia.
Yes, geographically speaking, Palau(Belau) is in the Micronesian Archipelago therefore making it part of Micronesia. However, politically, the Republic of Palau is a sovereign country under the "Compact of Free Association" with the United States of America and is independent of the politically unified island states of Yap, Chuuk, Pohnpei, and Kosrae that comprise the Federated States of Micronesia also commonly referred to politically as, yes you guessed it, "Micronesia". So maybe a better answer is, "Palau, and the Marshalls(RMI) for that matter, are in Micronesia and is debate-able depending upon who you ask and what mood they are in". So as the Micronesian saying goes, in one form or another, "....the ocean does not separate us, but rather, ties us together."
Micronesia is located in the western Pacific Ocean and is part of the larger region known as Oceania. It consists of numerous small islands and atolls, spread across a vast area, primarily north of the equator. The region is divided into several political entities, including the Federated States of Micronesia, Palau, and the Marshall Islands. Micronesia is characterized by its rich cultural diversity and unique ecosystems.
No, the Federated States of Micronesia is not a colony but a sovereign country in the North Pacific. Although most if not all member states of the FSM at one point or another, as were most most island countries were before their Independence, were part of some Colonial Empire of Portugal, Spain, Germany, Japan, and to a certain extent the United States of America.
Micronesia does not have a capital as it is not a country but more a general term for a geographical region(according to some dictionaries and encyclopedias). However, there is a capital of the "Federated States of Micronesia the political entity" which is in Palikir on the island state of Pohnpei. Though for argument's sake, the word "Micronesia" itself can also mean the political entity as the FSM States were the only former TTPI members who decided to make the word "Micronesia" as part of it's new Constitutional Government's name. So, I will contradict myself and say that the capital of Micronesia is in Palikir on the island state of Pohnpei in the Federated States of Micronesia.
The tallest point in the Federated States of Micronesia is Mount Nahnni, which rises to an elevation of approximately 2,142 meters (7,054 feet). It is located on the island of Pohnpei, which is known for its lush landscapes and diverse ecosystems. Mount Nahnni is part of the volcanic mountain range that characterizes the island, making it a significant natural landmark in the region.
Saipan, Tinian, Rota and other islands part of the Mariana Archipelago. Guam is the largest island of the archipelago and the region known as Micronesia in the Pacific Ocean. We are surrounded by our neighbors that we refer to as "Micronesians," although we all are. They from islands that form the Federated States of Micronesia that has a compact of free association with the US. Our other neighbors are the Republic of Palau. Japan is about 1,500 miles to the west of Guam and Hawaii is about 3,800 miles to the east of Guam.
Micronesia is a region of the Pacific Ocean that contains thousands of islands. Countries located here include the Marshall Islands, Nauru, Northern Mariana Islands, Palau, Republic of Kiribati and the Federated States of Micronesia.

Signs point to 1,500 islands. And most likely true counting all the beautiful uninhabited island and atolls in the FSM. But, there are four main islands that make up the Federation. They are, starting from east to west, Kosrae, Pohnpei, Chuuk, and Yap.
The Chuukese flag features four stars. These stars represent the four main islands of Chuuk, which are part of the Federated States of Micronesia. The flag's design symbolizes the cultural significance and unity of the islands within the region.
