In general, most DVD boxes will list out subtitles that the movie is available in. If English subtitles are available, it will be mentioned on the back of the DVD container.
One could find instructions online about how to add subtitles to DVD's in many different places. Lifehacker has an excellent tutorial on the subject. The VSO software forums also have information about how to add subtitles to DVD's.
At the bottom of the screen there is a button that reads "DVD" with an arrow pointing down. Click that arrow then click subtitles.

Perhaps it's the region code on the DVD.
Not in the DVD just released (end of Oct 07) in the US. These plain old subtitles are boring!
