An online converter has it at 14.05 tablespoons. However, the volume and weight conversion of an ingredient will vary greatly depending on the ingredient. For example, one cup of flour is about half the weight of one cup of peanut butter, and about 40% the weight of one cup of salt. You can see that the number of tablespoons to convert 200 grams of each of these ingredients will be different.

More specifically:

All purpose flour is approximately 125 grams per cup. (200 grams converts to a little more than 1 1/2 cups.)

Wheat flour is approximately is 120 grams per cup. (200 grams converts to about 1 2/3 cups.)

Note: Just for kicks, I measured 14 tablespoons of flour into my measuring cups and filled nearly exactly 1 cup. This conversion would more closely fit the volume/weight ratio of sugar, not flour.
