You should not retract a bid at all without good reason because bids that you place are binding.
The permissible reasons for retraction are:
that you are unable to contact the seller,
that the seller has materially changed the listing after you bid
or
that you made a mistake with your bid, in which case you should enter the correct amount immediately after the retraction
If you retract without good reason, the seller can report you for invalid bid retraction. Too many retractions can limit your activity on eBay so it is important not to bid until you are sure that you want the item.
Bids that you place on eBay listings are "binding", which means that when you bid on and win an item, you are then obliged to pay for it. So you should never place a bid unless you are willing to complete the deal, should you win.
There are a few circumstances in which you can "retract" your bid as follows:
You cannot contact the seller
The seller changes the item description after you have placed your bid
You enter the wrong bid amount (if you retract your bid for this reason, you should bid again entering the correct amount).
